2023年11月6日，欧盟消费者安全科学委员会（SCCS）发布SCCS/1659/23号咨询文件，就化妆品中羟丙基对苯二胺及其二盐酸盐（Hydroxypropyl p-phenylenediamine and its dihydrochloride salt ）的使用要求征求意见。具体内容为：羟丙基对苯二胺及其二盐酸盐在氧化性染发产品中的最大使用浓度为2%。
